[elk] P_Pow function

hello *,
i use elk in a sound synthesis software written in objective c.  it
was developed on NeXTStep a decade ago and was now ported to linux.
until now, i have to use a patched version of elk-3.0.  i want to
integrate the software with elk-3.99.xx now.

one thing we had to add to elk everytime was:

* add P_Pow in

        src/math.c
        src/prim.c
        include/extern.h

is there a special reason why P_Pow is not exported by elk while other
arithmetic functions are?

if not, i'd ask for including these changes into the main elk
distribution since it might useful for other users, too.  the appended
patch is against elk-3.99.6 and does these simple changes.
